. Says association will continue to push until all refineries are fully operational
…affirms high petrol prices due to FX rate

Worried about the worsening situation and challenges in the nations power sector, the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has called on the federal government to ensure a proper and adequate rejig and overhauling of the entire leadership in the sector.
PENGASSAN also ascribed the challenges in Nigeria’s power sector on the absence of competent and knowledgeable professionals in key positions within the Ministry of Power, stressing that the country’s persistent power crisis, such frequent grid collapses and other systemic failure are case at hand .
He noted that in 2024 alone, Nigeria recorded 12 grid collapses, alongside recurring tripping of transmission lines and the inability to generate adequate electricity, with output consistently hovering between 3,000 and 4,000 MW.
Comrade Festus Osifo, PENGASSAN President, stated this while speaking on the state of the nation and other critical national issues during the association’s National Executive Council (NEC) meeting held in Lagos on Thursday.
Osifo further urged the Federal Government to prioritize the appointment of qualified and experienced personnel to lead the sector, emphasising the importance of placing capable individuals to head Ministry, departments and agencies to ensure sustainable solutions to the nation’s power challenges.
While commending President Bola Tinubu’s administration for decentralizing the power sector, the PENGASSAN President stated that it is important to put the right people in the right positions, due to the technical nature of power generation, transmission, and distribution.
He said, “The continuous grid collapses—12 incidents in 2024 — recent trip-off of transmission lines and the inability to generate sufficient electricity, ranging between 3,000 and 4,000 MW since 1999 despite billions of dollars invested in the power sector, are clear indicators of the need for better leadership and infrastructure protection.”
Osifo stressed the importance of selecting highly qualified Nigerians to lead the Ministry of Power and NERC, saying, “Nigeria is blessed with intellectuals, and we must utilize the best talents to manage these critical sectors.”
The President of PENGASSAN who also confirmed the partial operation of the old Port Harcourt and Warri refineries, emphasized that fully operational refineries would not only generate primary and secondary employment opportunities but also enhance Nigeria’s capacity to earn foreign exchange.
He said, “We acknowledge that the old Port Harcourt and Warri refineries are back onstream, and work is ongoing at the Kaduna and new Port Harcourt refineries.
He said, “However, we will continue to push until all refineries are fully operational. Functional refineries will not only create primary and secondary jobs but also provide Nigeria with opportunities to earn foreign exchange, as their value is immense.”
He also cautioned Nigerians and critics against being overly fixated on blending in the refineries, explaining that it is not unusual.
He said, “Instead, various operations are necessary to ensure that PMS meets the standards suitable for vehicles in the country.
“While Nigeria’s refineries are not yet operating at full capacity, they are functional. However, refining crude oil involves complex processes to ensure petrol (PMS) meets the quality standards for modern day vehicles.”
Osifo further identified the exchange rate as the primary factor influencing the high cost of petrol in Nigeria.
He stated, “The high pump prices of petroleum products are directly tied to the exchange rate. If the naira strengthens to less than N1,000 per dollar, PMS could be sold for less than N600 per liter.”
He clarified that while crude oil allocated to local refineries, including Dangote Refinery, is priced in Naira, the value is pegged to the international dollar benchmark.
“Most of the equipment used in oil exploration and production is procured in dollars, making the oil and gas sector largely a USD-based business,” he added.
Osifo noted that the decline in crude oil prices from $83 to $70 per barrel toward the end of 2024 was responsible for the reduction in petrol prices during the festival season.
He stated, “If Nigeria’s foreign exchange strengthens and crude prices appreciate, the pump price of PMS will decrease.”
Osifo urged Nigerians to expect a marginal increase in petroleum product prices in the coming days, unless there is an improvement in the exchange rate.
He added, “However, if our local refineries operate efficiently, we can significantly reduce logistics and transportation costs.”
The PENGASSAN President also emphasized the job creation potential of fully functional local refineries, citing the over 2,000 jobs created when the Port Harcourt Refinery was operational.
Osifo said, “If all refineries are working, more Nigerians will gain employment, and we can eliminate the logistics costs associated with importing refined products.
“Without local refining, petrol could cost as much as N1,300 per liter,” he warned.
The PENGASSAN President also stressed the need for proper management of the FX market, urging Nigerians to pray that the naira does not continue to devalue to the levels seen in countries like Venezuela and Zimbabwe.
He added that despite Nigeria being an import-dependent country, the country did not face FX challenges in the past until recently.
He said, “Since June 2024, there has been a significant erosion in the value of the Naira, a crisis that has its roots dating back to 2016.
Osifo explained that the rising costs of goods and services in Nigeria are largely due to the weakness of the naira.
He further emphasized the importance of expanding the nation’s revenue base by fully harnessing the country’s mineral resources, given their widespread availability.

Not satisfied with explanations offered by the Commissioner, Ministry of Power and Petroleum Resources, Camillus Umoh on Tuesday at the Akwa Ibom State Government EXCO Ministerial Briefing/End of Year Review as to why Akwa Ibom State continues to experience perennial prolonged black out despite amount of energy generated by the state, Governor Umo Eno has said he is left with no option than to declare a state of emergency in power sector to put a final full stop to the incessant black out in the state.
But before then the Governor has ordered the Commissioner to ensure that between January and March 2025, the power infrastructure committee is put in place to dialogue on a way forward to eradicate the menace. This followed the request by the Hon. Commissioner in his presentation seeking legislation against energy theft and vandalization in Akwa Ibom State.
Hitherto, the Governor had boasted that he will provide 24/7 power supply in the state before year 2024 runs out, but just as he finished the announcement the power supply in the state has continued to worsen which must have pushed him to think about the declaration of the state of emergency in the sector.
“Akwa Ibom State ranks top among states that generate the largest amount of energy but the bureaucratic bottle neck would not allow us to maximize our wealth. But we must do something,” Eno bemoaned.
However, Camillus Umoh has admitted that Akwa Ibom Government owes Acugas N40 billion (forty billion Naira) for the supply of gas to the state-owned Ibom Power Company since it commenced commercial operations in December 2009 to date.
“We have accumulated debt in the power sector. We owe an outstanding debt of N40 billion to our gas supplier, Acugas, since December 2009 to date.
“I think we have a problem with our power sector, and we want to declare a state of emergency on power in the state,” he stated.
“We should be able to come out with a Power Master Plan in order to know how to work the talk in the power sector in the state,” Umoh said.
He mentioned his ministry’s preparedness to complete projects at the Ibom Power Plant and provide power to unserved communities in the state.
The commissioner assured that his ministry is set to complete the Etim Ekpo injection substation in the state, which was initiated by previous administrations.
“One of the things we are doing is to complete all projects in the power sector,” he concluded.

The Minister of Information and National Orientation, Mohammed Idris, has hailed President Tinubu’s establishment of the Ministry of Livestock Development as a game-changing move to unlock the sector’s vast potential and maximize its value chains.
The Minister made the remarks in Abuja on Thursday at the Annual Federal Radio Corporation of Nigeria’s Annual Lecture with the theme “Food Security in Nigeria: Which Way Forward”.
“Most recently, President Bola Ahmed Tinubu (GCFR), took a bold and transformative step by establishing and operationalizing a dedicated Ministry for Livestock Development. This strategic move underscores the administration’s recognition of the immense potential within the livestock sector, often referred to as an untapped gold mine,” he said.
According to the statement signed by the Special Assistant (Media), Rabiu Ibrahim stated that the Minister, who said food security is at the core of the nation’s national security, survival, stability and sovereignty, said it is in realization of this that President Tinubu, upon assumption of office, renamed the Federal Ministry of Agriculture and Rural Development to the Federal Ministry of Agriculture and Food Security.
He stated that the current administration is committed to tackling the multifaceted challenges hindering self-sufficiency in food production, leveraging the nation’s vast arable land, favorable climate, and youthful population.
“Nigeria, blessed with vast arable land, favourable climatic conditions, and a youthful population, has the potential to be a global agricultural powerhouse. Yet, we face significant challenges in attaining affordability and self-sufficiency in food production. This ongoing challenge is what has informed the special attention that the President is paying to this very important sector, which happens to be the biggest employer of labour in the country,” he stated.
The Minister highlighted that, early in his administration, President Tinubu launched three critical agricultural interventions: declaring a State of Emergency on food insecurity, initiating a food security and sustainability intervention project, and cracking down on hoarders, smugglers, and saboteurs to ensure affordability, availability, and accessibility of essential commodities.
“Nigeria’s path to food security is not insurmountable, particularly through our collective resolve; we can transform our nation into a land of abundance, where no Nigerian goes to bed hungry.
“I am confident that the Guest Lecturer and esteemed panelists will provide a comprehensive analysis of the challenges facing Nigeria’s agricultural sector and offer practical solutions,” he said.
The Minister therefore, stressed the critical role of the media in promoting food security in this country, especially in raising awareness and educating farmers on modern techniques, climate change adaptability as well as various government interventions available to help increase their yields.
Idris also commended the Director General of the FRCN, Dr. Mohammed Bulama and the management to reviving the Annual Lecture series as a platform for intellectual discourse on matters of national importance, which is in line with the mantra of the corporation of “Uplifting the People and Uniting the Nation.”
“True to its slogan of “Uplifting the People and Uniting the Nation,” the FRCN has consistently demonstrated its commitment to national development, not only through its dynamic and compelling programming but also through impactful initiatives such as this Annual Lecture, which brings stakeholders together for meaningful discourse,” he said.

According to the Chief Executive, Gbenga Komolafe, this commitment aligns seamlessly with the principles of the Petroleum Industry Act 2021 (PIA), which emphasizes good governance, transparency, and the equitable distribution of benefits from oil and gas operations.
Gbenga Komolafe who spoke during the celebration of International Anti-Corruption Day stated that over the past years, the Commission has achieved significant milestones in the fight against corruption through various initiatives and programs, including:
The implementation of the Oil and Gas Industry Service Permit (OGISP) portal, to reduce human interaction in NUPRC’s permit processes and consequently the incidence of bribery and inefficiencies.
The award of petroleum licenses and leases is through an open competitive bid process;
The recently launched HostComply platform, to enhance the administration of the Host Communities Development Trusts (HCDTs).
“Keying into the ICPC’s vision that Ministries, Departments, and Agencies (MDAs) must first address corruption within their organizations to combat corruption in Nigeria effectively, the NUPRC established its maiden Anti-Corruption and Transparency Unit, with its separate and dedicated budgetary line for its effective operation,” he said.
“Since its establishment, the NUPRC ACTU has also played its role in establishing the NUPRC ethical norms that depict the values of the NUPRC and the wider society. Some of the key activities of the NUPRC ACTU include:
Creating awareness within NUPRC’s staff of NUPRC’s zero-tolerance for corruption by educating members of the ACTU and staff of the NUPRC through training, publications and banners;
System study and reviews of NUPRC’s major regulatory activities such as the recently concluded Nigerian Gas Flare Commercialisation Programme; and
Encouraging whistleblowing among the Commission’s staff and stakeholders by establishing whistleblowing channels such as complaint boxes and secure email.
He said these efforts are already yielding results, as we see greater investor confidence and improved revenue inflows to the Federation Account.
“However, this battle is not one the NUPRC can fight and win alone. It requires the active participation of all stakeholders. Government Agencies must ensure strict enforcement of Anti-Corruption laws, Industry Operators must uphold ethical practices in their operations, civil society must remain vigilant, holding us accountable and every citizen must embrace integrity as a personal creed, refusing to condone or participate in corrupt practices.”

Dr Olubunmi Tunji-Ojo, Minister of Interior, has reiterated the commitment of President Bola Tinubu to improve the culture and tourism sector in Nigeria.
Tunji-Ojo made the emphasis at the 100-year anniversary of Oke-Agbe community in Akoko North West Local Government Area of Ondo State on Sunday.
According to him, the president, with the rebranding of the Ministry of Art, Culture, Tourism, and Creative Economy (FMACTCE), is passionate about the country’s cultural heritage, peace and unity.
“We aim to foster culture and inclusivity by celebrating Nigeria’s diverse identity and empowering economic opportunities through the creative industries.
“The president [Tinubu] has rebranded the Ministry of Creative Economy and Tourism, which has been living up to expectations, and the Federal Executive Council (FEC) has also approved the creative industry.

Also, Gov. Lucky Aiyedatiwa of Ondo State urged traditional rulers in the state to continue promoting thier various cultures.
Aiyedatiwa, represented by the state Commissioner for Culture and Tourism, Mr Rasheed Badmus, also tasked Oke-Agbe community to continue to maintain the path of peace and unity.
“We are happy that there is peace everywhere in Ondo State.
“For instance, we have four traditional rulers here, and they are all living as one, so we want them to continue in that spirit.
“We believe in our traditional leaders. Once there is peace among traditional rulers, it will be easier for us to promote our culture,” the governor said.
Responding on behalf of the traditional rulers in the community, the Ajana of Afa Okeagbe, Oba Mofolorunso Arasanyin, extolled the virtues of Tunji-Ojo and Aiyedatiwa.

…engage industry stakeholders to strengthen the dairy sector’s contribution to national nutrition goals
Arla Foods, the farmer-owned dairy co-operative, in partnership with The Consulate General of Denmark, and the Financial Centre for Sustainability (FC4S), recently hosted a high level workshop that brought together key stakeholders from the dairy value chain—including government officials, regulators, farmers, nutrition experts, policymakers, and industry leaders—to discuss strategies for improving dairy nutrition, sustainability, and access.
Titled ‘Nutrition in the Dairy Sector’, the workshop addressed current challenges and opportunities in improving nutrition through Nigeria’s dairy sector. Aimed at bringing key industry stakeholders together to assess the current state of nutrition, the workshop highlighted the importance in understanding the role of dairy products in the national diet and explored strategies for improving dairy nutrition through innovative practices. Furthermore ways to promote sustainable dairy production practices such as improved systems and processes along the value chain were discussed and policy and regulatory frameworks required for success were identified and recommended.
The workshop included participation from key regulators including the National Agency for Food and Drug Administration and Control (NAFDAC). Dr. Eva Edwards, Director Food Safety and Applied Nutrition from NAFDAC stated that collaboration between the industry and regulators was needed to drive the dairy sector forward, suggesting platforms and opportunities for collaboration as a means of creating more consumer education around the importance of dairy in nutrition.
Other key regulators and stakeholders included Standards Organization of Nigeria (SON), Global Alliance for Improved Nutrition (GAIN), Sahel Consulting, Helen Keller, Milk Value chain Foundation and amongst others offering attendees an opportunity to engage in critical dialogue on this topic. Participants took part in a series of breakout sessions focused on key areas of the dairy sector, including Nutrition and Public Health, Improving Dairy Quality and Safety, Sustainability in Dairy Production, Innovation and Technology in Dairy Processing, and Policy, Economics, and Access. These sessions allowed stakeholders to deliberate, collaborate and share insights on how to drive growth and overcome barriers within the sector.
