Nigerian content development is critical for the growth and development of the nation as it progresses in its quest to acquire oil and gas technology and build indigenous capacity in the oil and gas industry.
Chairman and Managing Director of Chevron Nigeria and Mid-Africa Business Unit, Jim Swartz made this remark at a Panel session on The Next Frontier for Nigerian Content: Divestments & Offshore Opportunities, during the 2024 edition of the Practical Nigeria Content Forum organized by the Nigerian Content Development and Monitoring Board (NCDMB) in Yenagoa, Bayelsa State from December 2 to 5, 2024.
Jim noted that as an industry that thrives on partnership with key stakeholders, the Nigerian oil and gas industry is expected to continue to play an active role in prioritizing Nigeria content development and building local capacity in the industry.
He explained that Chevron believes that its business success in providing affordable, reliable, ever-cleaner energy is directly tied to the progress and prosperity of the people it works with and the communities where it operates. “Our strategy is to leverage our strengths to safely deliver lower carbon energy to a growing world. Our primary objective is to deliver higher returns, lower carbon, and superior stakeholder value in any business environment,” he stated.
According to Jim, “having made significant investments in Nigeria for over 60 years, Chevron believes that the broad and varied opportunities in the oil and gas industry, can be harnessed to engender economic development, with the appropriate government legislation, policies, and regulations.
“Chevron’s Nigerian Content policy is driven by the vision to be recognized as the petroleum company that works best to foster competence and competitiveness among Nigerian indigenous contractors and suppliers, by adopting the participatory-partnership model,” he remarked
The Chairman and Managing Director noted that Chevron companies in Nigeria had developed and implemented the Local/Nigerian Content development philosophy as far back as 1999, well before the April 2010 enactment of the Nigerian Oil and Gas Industry Content Development Act (“NOGICD Act”).
He stated, “At Chevron, we demonstrate our commitment to the socio-economic development of Nigeria by building mutually beneficial partnerships and supporting the policies of government on Nigerian Content Development. In addition to skills acquisition trainings for Nigerians, Chevron provides contract and procurement opportunities, support for asset acquisition, technical support, and facilitates collaboration on research and development for local community contractors.”
“For the last 10 years, CNL has spent an estimated annual average of $1 billion on Nigerian suppliers and service providers. We do all this, not because we are compelled to, but because it is the right thing to do,” he remarked.
Jim affirmed that Chevron would continue to partner with the NCDMB to boost local capacities in the Nigerian oil and gas industry. “We will continue our efforts in capacity building and training of the local talents, our support for research and development and facilitation of partnerships among local businesses”, he concluded.

The National Drug Law Enforcement Agency (NDLEA) said that a Nigerian businessman, Ezeokoli Sylva, based in Brazil, has returned home with 700 grams of cocaine buried in his stomach.
The agency said its operatives made the discovery following the suspect’s arrest at the Murtala Muhammed International Airport (MMIA), Ikeja, Lagos.
This was contained in a statement by Femi Babafemi, Director, Media & Advocacy, NDLEA Headquarters, Abuja, on Sunday.
Babafemi disclosed that the 59-year-old Ezeokoli was arrested on Friday, 29th November 2024, at the E-Arrival hall of the Lagos airport upon his return from Sao Paulo, Brazil, on an Ethiopian Airlines flight via Addis Ababa.
“When he was taken for a body scan, the result confirmed that the suspect had foreign objects concealed in his stomach.
“As a result, he was placed under excretion observation, during which he expelled 29 wraps of substances that tested positive for cocaine, weighing 700 grams.
“In his statement, the suspect claimed he operates an African store in Brazil where he sells provisions, shoes, and clothes. He added that he bought the illicit consignment in Sao Paulo to resell in Nigeria with a view to raising substantial capital to boost his business,” he said.
Meanwhile, NDLEA officers of the Directorate of Investigation and General Investigation (DOGI), on Tuesday, 26th November, said they intercepted two consignments containing cocaine and pentazocine injection going to the United Kingdom via a courier company in Lagos.
Babafemi stated that while the cocaine, weighing 200 grams, was concealed in local fabrics, 40 ampoules of pentazocine injection weighing 110 grams were hidden in cartons.
Similarly, NDLEA announced that its operatives in Kano on Thursday, 28th November, arrested three suspects: Jamilu Adamu, 38; Umar Musa, 32; and Bunu Ali, 27, with 2,000 ampoules of pentazocine injection and 3,135,000 pills of Exol-5 at Gadar Tamburawa, Zaria road.
It also said that no fewer than 2,120 kilograms of Ghanaian Loud, a strong strain of cannabis produced in Ghana, were intercepted by NDLEA operatives at the Ilesan beach, Lagos, on Thursday, 28th November.
“A suspect, Onibogi Muftau, was arrested in connection with the seizure, while four vehicles that were to convey the shipments from the waterfront were also recovered. This came on the heels of the seizure of 472 kg of the same psychoactive substance at Idi-Iroko, Imeko area of Ogun state, on Monday, 25th November.
“In Edo state, two suspects: Monday Onyenemue, 60, and Evans Omogiede, 42, were on Thursday, 28th November, arrested, and 185.6 kg of cannabis, as well as a Toyota Previa bus marked BEN 06XL conveying the consignment, were recovered during an intelligence-led raid by NDLEA operatives at Ukuwague Street, Benin City,” the statement added.
Reacting to the development, the Chairman/Chief Executive Officer of NDLEA, Brig. Gen. Mohamed Buba Marwa (Rtd), commended the officers and men of MMIA, DOGI, Lagos, Kano, and Edo Commands of the Agency for the arrests and seizures.
Marwa stated that their operational successes and those of their compatriots across the country, especially their balanced approach to drug supply reduction and drug demand reduction efforts, are well appreciated.
Stellenbosch Football Club has officially announced the signing of Nigerian right-back Enyinnaya Kazie Godswill from Rivers United.

3. The Federal High Court sitting in Abuja has granted bail to 109 alleged foreign hackers accused of attempting to defraud Nigerians, setting the bail at a total of N1 billion. Trial Justice Ekerete Akpan ordered the defendants, who were previously remanded in prison custody, to produce five sureties, each required to provide a sum of N200 million.
4. The National Inland Waterways Authority (NIWA) has confirmed a boat accident involving no fewer than 200 market women from Kogi State. The Head of the Media Department of NIWA, Suleman Makama, who confirmed the incident on Friday, stated that the women were on their way to the market in Niger State on Friday morning when the boat capsized.
5. The Foundation for Investigative Journalism, FIJ, on Friday night announced that its founder, Fisayo Soyombo, has been released from detention by the Nigerian Army. The Acting Chief of Army Staff (COAS), Olufemi Oluyede, has reaffirmed the Nigerian Army’s commitment to collaborating with communities across the six geo-political zones of the country to promote infrastructural development and support their areas of needs.
Oluyede spoke on Wednesday during the commissioning of the remodelled Olugbo Primary Health Care Center and Staff Quarters in Olugbo, Odeda local government area of Ogun State.
He explained that the scheme introduced to provide support to communities by serving senior officers is a way of giving back to the society.
Oluyede, who was represented by Major Gen. Baba Umaru Yahaya, emphasized that the project’s goal is to support government efforts and those of other well-meaning individuals.
He said, “It is worth stating that this scheme was introduced to provide support to communities of serving Nigerian Army senior officers across the nation who, through dedication, duty, duty and service to the nation, have risen to the rank of Major General.
“I must say that the projects executed by the Nigeria Army are not intended to compete with or subdue the responsibilities of government but to complement their efforts and that of other well-meaning organisations and individuals towards enhancing the quality of life of the people.”
The project under the Chief of Army Staff Special Intervention Civil-Military Cooperation was executed by the Commander, Corps of Supply and Transportation, Major Gen. Adekunle Adeyinka.
In his welcome address, Major Gen. Adekunle Adeyinka disclosed that the restored facility would effectively provide primary health care service to over 62 communities and more than 8,000 persons.

A Nigerian woman based in the UK has shared her frustration after being denied a visa to travel to the United States.
According to her, the US Embassy cited her lack of strong ties to the UK as the reason for the refusal.
In a viral video posted on X (formerly Twitter), the woman detailed her experience immediately after leaving the embassy.
She expressed her disappointment, stating that her visa application was rejected despite providing answers to all the questions asked.

The Minister of Innovation, Science and Technology, Chief Uche Nnaji has called for more attention to space technology, describing it as “a silent force underpinning our daily lives”.
Nnaji said this at the Presidential Villa, Abuja, on Monday, during the celebration of Nigeria’s 25 years in space science and technology.
DAILY POST reported that President Bola Tinubu, while declaring the event open, had underscored the need for improved funding to boost prospects for the national space programme.
Tinubu specifically tasked the National Assembly with funding priority, stressing that it will ensure the nation plays a leading role in the fourth industrial revolution.
Speaking, the minister said: “Today, space technology is everywhere, often unseen but deeply ingrained in the conveniences we take for granted.
“Satellites power our communications, enabling global internet coverage, live television, phone calls, and video conferencing.
“The advent of Low Earth Orbit (LEO) constellations is revolutionizing access to high-speed internet, bringing connectivity to even the remotest corners of the earth.”
He added that navigation systems such as GPS, Beidou, and GLONASS, made possible by satellite technology, had become indispensable.
“From basic navigation on smartphones to complex applications in logistics, emergency response, aviation, and even gaming, these systems drive modern infrastructure.
“The impact extends to healthcare innovations, including remote diagnostics, telemedicine, and even surgical assistance in underserved regions.
“Agriculture benefits immensely through remote sensing satellites, which monitor crop health, predict yields, and optimize land use.
“The World Economic Forum’s 2024 report projects the global space economy to reach a staggering $1.8 trillion by 2035, driven by advances in satellite technology and reduced launch costs.
“This growth will transcend the aerospace sector, influencing industries such as supply chain logistics, agriculture, defense, and digital communications.
“These sectors alone are expected to generate over 60% of the new economic value from space-enabled technologies,” he further stated.
Nnaji disclosed that in recognition of the vital role of space science in national development, the Federal Ministry of Innovation, Science, and Technology has consistently supported the National Space Research and Development Agency (NASRDA) in achieving significant milestones.
Earlier in his welcome address, the DG/CEO of NASRDA, Dr. Matthew Olumide Adepoju, reflected on the quarter century of innovation, resilience and contributions to national development, stressing that “we are charting a path forward for the future of space science and technology in Nigeria”.
The Leader of INRI Evangelical Spiritual Church, Primate Elijah Ayodele, on Tuesday warned President Bola Tinubu about the situation of the Nigerian economy and what is to come.
Primate Ayodele said the Nigerian economy is still very tough, but a worse situation is still coming.
In a statement signed by his Media Aide, Oluwatosin Osho, the prophet, who foretold the current economic situation of Nigeria two years ago, advised the President to work on how to make the country better because what is coming ahead is tougher than what is currently being experienced.
He said: “The Nigerian economy is still very hard; everyone is just managing, but what is coming isn’t small at all. It will be tougher than what we are experiencing. This is not a doom prophecy but what is going to happen, and it would be better for the President to listen because it won’t be business as usual.”
Primate Ayodele stated that it appears there is a force troubling the Nigerian economy and that it needs urgent healing.
“It’s like there is a force troubling the Nigerian economy that needs urgent healing. Whatever the government can do to arrest the situation, they should do it because what I am seeing ahead isn’t palatable. There is an urgent need to address the situation of things.”
Furthermore, Primate Ayodele revealed that the country will continue to borrow money and the budget will eventually not be enough to address the situation of Nigeria.
“The Nigerian economy will be stagnant in 2025, and the budget will not even be enough to cater for the nation. We will still need to borrow more money to meet up. The government must work well to take care of the situation,” he added.
The Nigerian Army has said that troops of South-East Joint Task Force, codenamed Operation Udoka on Sunday, neutralized four suspected terrorists in Abia State, during a clearance operation.
This was disclosed by Lt. Col. Jonah Unuakhalu in a statement he released on Monday night.
He said the operation took place inside a forest in Umuaku Isuochi, Umunneochi LGA of Abia State, adding that the operation was carried out after credible information was received.
The statement also said that the troops at early hours of Monday raided a camp allegedly belonging to the Eastern Security Network in Isiala Ngwa North LGA, along the Imo River axis and destroyed the camp.
He disclosed that some arms, vehicles and other items were recovered from the camp and other camps in Imo State where similar raids were carried out.
An American woman narrates how she fell victim to romance scams orchestrated by two Nigerian internet fraudsters, commonly referred to as “Yahoo boys.”
Despite enduring heartbreak and financial loss, the woman in a now-viral video shared on Sunday, November 24 expressed her continued admiration for Nigerian men, calling them the “sexiest and most handsome men on this planet.”
She recounted her first encounter in 2020, where she met a man on TikTok who demanded money throughout their ten-month relationship.
“Back in 2020, I met this man. I was with him for ten months, but I got sick of him because he was always demanding money,” she shared.
The deception became clear when the scammer mistakenly called her using his Nigerian phone number, exposing his real identity and a fiancée back home.
Remarkably, she bore no ill will, saying, “May God bless them, and hopefully they have a long life together.”
Her second ordeal involved a young Nigerian man who claimed to have used her money to save his mother’s life. “This one was different. He was polite and considered my feelings. He later confessed he needed the money for his mother’s hospital bills, and she survived,” she explained.
While the first scam left her financially devastated, she found solace in knowing that her support saved a life during the second incident. “The first guy used my money to throw parties and spend on hookup girls, but at least the second boy’s mother is alive,” she said.
The American woman reflected on the struggles faced by both Nigerians and abroad women, urging caution and understanding. “Please be safe in that country. Many people are struggling, but remember, American women are struggling too, especially without a partner,” she stated.
Despite the painful experiences, she remains hopeful, stating, “I still love Nigerian people. I pray nothing like this happens again because now I know all the secrets.”

Distinguished guests and industry leaders from finance, tech, law enforcement, and regulatory sectors recently gathered at the inaugural edition of the Piggyvest Cybersecurity Roundtable held at The Civic Centre, Victoria Island, Lagos.
The event, themed “Unified Front: Tackling Industry-Wide Fraud Challenges Together,” was designed for stakeholders to share insights, collaborate on best practices, and strengthen a collective approach to combating fraud within their organisations and the industry at large.
In attendance were Adebayo Adebeshin, Chief Audit Executive, Interswitch; Oluwatosin Obadimu, Head, Industry Fraud Desk, NIBSS; Kayode Agbetoye, Head, Fraud Risk Management, Stanbic IBTC Bank; Adeolu Adepoju, Head, Fraud Risk, Kuda Bank; Charles Ugbebor, VP, Fraud & Investigation, Moniepoint; Nujinim Egwegbete‑Odukwu, Head, Infrastructure Security, Flutterwave.
In his welcome address, Oluwasegun Ojumola, Senior Fraud & Investigation Analyst at Piggyvest, explained that the gathering was born from a shared commitment to strengthen customer confidence across the industry, emphasising the critical role of trust, security, and collaboration in the payment ecosystem.
“This conversation is important for us,” Ojumola told the gathering. “If we’re going to harness what’s possible within the ecosystem, we need to find ways to collaborate as stakeholders and businesses in this space.”
Adebayo Adebeshin, Chief Audit Executive at Interswitch, gave the first keynote address titled, “Strengthening Resilience: The Role of Internal Collaboration in Threat Defense.” He emphasised the importance of efficient internal collaboration in fighting fraud threats.
Adebesin said strengthening the internal collaboration and resistance systems is a proactive approach to fighting fraud and allows companies and the ecosystem at large to present a united front. “Collaboration is key. No single person or single organisation can act alone and survive. We actually need each other,” he stressed.
In a panel session moderated by Oluwaseunfunmi Okuntola, Fraud and investigation Analyst at Piggyvest, Agbetoye, Adepoju, Ugbebor, and Egwegbete‑Odukwu shared strategies and tactics for tackling industry-wide fraud challenges together.
They discussed the importance of collaboration and practical frameworks for approaching a fraud management strategy within an organisation that can help it stay ahead of evolving threats.
Attendees also commended Piggyvest for providing a unique opportunity for professionals in the compliance and cybersecurity ecosystem to meet their industry colleagues in person to build professional relationships.
David Samson, a Fraud Analyst at Paystack, said the event and others alike offer rare opportunities to meet colleagues across the industry: “It’s also very helpful for our day-to-day jobs. I’ve been able to find answers or at least get a general direction on how to approach some of the problems I face.”
Esther Ahmed, Internal Auditor and Control Officer at Titan Trust Bank, added, “This event allowed us to meet others, learn from them, hear different case studies, and take home lessons from their mistakes. This way, we stay abreast of industry trends and fraud tactics, ensuring we are prepared to curb them and protect our customers from exposure.”
In closing remarks, Ibukun Akinola, Head of Customer Finance, PiggyTech Global Limited, parent company to Piggyvest and PocketApp, shared about the importance of a collaborative effort to fighting fraud and emphasised the company’s commitment to cybersecurity.
“We’re very security conscious at PiggyTech. This was a great forum for industry leaders to find a way to move forward in combating fraud in this industry. We need more events like this that can influence policy and regulation and allow us to share information that can help us present the best front we can,” she added.
Kayode Agbetoye, Head, Fraud Risk Management Stanbic IBTC Bank, said, “Let’s do more of this so that we can create awareness, not only within our ecosystem but also see how we can fight fraud and reduce the losses that banks and other financial institutions are exposed to. We can collaborate more, engage more, and fight fraud together more.”
A Nigerian female doctor working in the UK and a permanent resident of Canada has expressed outrage over what she describes as racist treatment after her flight from Winnipeg to Newcastle was diverted to Paris.
Upon arrival in Paris, all passengers were promised a hotel stay due to the flight delay, but the doctor, carrying a Nigerian passport, was denied accommodation, while others without visas were allowed to check in.
The situation escalated when the passenger overheard a customer service agent whispering to other non-visa passengers, advising them to lower their voices as they inquired about their hotel arrangements, presumably to avoid her hearing the conversation.
The passenger was further dismayed to realize that her green passport seemed to be the reason for her exclusion.
The doctor, who is not a refugee but a professional working in the UK, was left without basic supplies as her hand luggage was checked in, leaving her without toiletries for the two-day wait.
She decried the treatment as unfair and racist, questioning why she was singled out for her nationality and passport.
Her statement:
“I took a flight from Winnipeg to Newcastle. My flight got to Newcastle but was turned back to Paris. We were promised a hotel on getting there.”
“We got there and everyone was offered a hotel including those without visa except me because I carry a Nigerian passport passport.”
“I caught the customer service agent whispering to some passengers that were without visa whom she was escorting to their hotel to lower their voices when they were asking questions about going to their hotel so I wouldn’t hear the conversation.”
“On a whole flight, I was singled out because of my green passport. I am livid. I’m a doctor working in the UK and permanent resident of the Canada.”
“I am not refugee but I’m being treated as one. My hand luggage was checked in so I have no supplies and can’t clean myself for 2 days (the flight was rescheduled for Saturday and this is Thursday). This is unfair and racist.”
