The Chief of Naval Staff, Vice Admiral Emmanuel Ogalla (Left), receiving a souvenir from the Admiral Superintendent, Naval Shipyard Limited, Port Harcourt, Rear Admiral Etop Ebe, during his working visit to Rivers State on Sunday.
EMMANUEL NLEWEDUM, Port Harcourt
The Chief of the Naval Staff (CNS), Vice Admiral Emmanuel Ogalla has declared that the Nigerian Navy has the capacity to match world class standards in ship building and repair.
Ogalla stated this in Port Harcourt on Sunday shortly after inspecting the building of some naval ships, boats and other projects that were under construction at the Naval Shipyard Limited (NSL), when he paid a working visit to Rivers State.
The Chief of the Naval Staff was conducted around the facility by the Admiral Superintendent, Naval Shipyard Limited, Port Harcourt, Rear Admiral Etop Ebe, accompanied by the Commander Nigerian Navy Ship (NNS) Pathfinder, Commodore Cajethan Aniaku and other senior officers during the inspection tour.
Among the projects under construction inspected by the CNS were; Naval Shipyard Administrative Block, two hundred ton slipway, Naval Shipyard clinic, refurbishment of three (3) house boats.
Others are; the construction of Ibom Ferry (Ship) which is being built for the Akwa Ibom State Government, and 10 flay button assault boat for naval operations among others.
Addressing Journalists after the inspection, Ogalla said, “I am here today on a working visit to the Naval Shipyard Limited, to look at some of the projects that they have engaged in, mostly ship repair and ship building. Of course, you know that there is no Navy that can do well without effective ship building and repair-building capability.
“So, I came to look at some of the activities they are engaged in, and am quite impressed.
“Inside the Naval security station which is house boat, that have been there for some years, some of them are dilapidated, so many of them have been reactivated here.
“I also inspected the ferry that we are constructing for the Akwa Ibom State Government, it is almost seventy percent (70%) completed.
“Also, we have ten operational boats that were given to them to build, they are about ninety percent (90%) completed.
“A lot of rehabilitation is ongoing here. We are also dredging the waterfront to create more rooms and enable our ships to berth, because lack of adequate jetty is one of the problems we are facing here.
“Another project under construction is our slip way, the project is also about 90 percent completed.
“All these projects are being done locally here by the shipyard. And what they are doing here is not only contributing to our fleet operational readiness, it is also contributing to the maritime industry in the Niger Delta and Nigeria as a whole, and even the West African sub-region.”
The Chief of the Naval Staff stated that the Navy has already made significant progress in building ships that beat world standards at the Naval dockyard in Lagos.
He, however, regretted the setback the Navy faced due to a lack of encouragement and patronage by the industry.
He said, “We are doing all these to create the awareness. We have the local capacity to build these ships.
“The Nigerian Navy has been into local ship building for quite sometime now. We have built three standard warships, and we are currently constructing two more Standard Seaward Defence Boats (SDB) in our dockyard in Lagos.
“Many of the industry players do not know that these capacities are here and they go ahead to bring in these equipments from abroad at a very high cost, sometimes ten times the cost of what we use to build them here.
“We are also encouraging the shipyard and the dockyard to go into improved publicity to make their work seen by the industries so that they will know that we can do these things here.
“Many people go abroad to buy these equipments that we can produce and that is as a result of lack of knowledge, but we are overcoming such problems.”
Ogalla added that. “Yes, we might not be at the highest level yet, but we are very close. With the scope of our operations here and at the level of offshore patrol vessels, the capacity of what we are building here beats world class standard,” he said.

Emmanuel Nlewedum, Port Harcourt
The Chief of Naval Staff, Vice Admiral Emmanuel Ogalla has said that the welfare of personnel remain a top priority to the Nigerian Navy.
The CNS stated this on Wednesday in Port Harcourt shortly after commissioning some projects executed by the Headquarters of the Naval Training Command (HQ NAVTRAC), situated in Ebubu community, Eleme local government area of Rivers State.
Ogalla said the Navy under his leadership is doing everything possible to address series of challenges facing Naval personnel across the country.
The Chief of Naval Staff regretted that most personnel were being faced with accommodation challenges and the navy will stop at nothing to ensure it’s personnel live comfortably, to carryout their operations.
He said, “The Navy values the welfare of our personnel because we recognize human resources as the most important aspect of our operations.
“And for that reason, we have given them (Command) the charge to ensure that we rehabilitate all accomodations that are possible to rehabilitate, so that we can accommodate our personnel that are living outside the barracks as much as possible.
“And some of the places we have gone today was to access their level of performance in terms of rehabilitating most of the abandoned properties, as you can see, this building has been abandoned for a long time, it has been rehabilitated and this 56×1 block structure would be able to accommodate atleast fifty-six families. We still have three more blocks to rehabilitate here.”
The CNS added that, “At the Headquarters of the Naval Training Command where we were coming from, its the same process, rehabilitating and bringing back abandoned accomodations to become useful for us, because we have a very serious challenge of inadequate accomodations for personnel and we will put all our resources to make sure that whichever ones we can rehabilitate will be fixed, in addition to the new ones we are building in Port Harcourt and other areas.”
Ogalla however, commended the FOC in-charge of the Headquarters, Naval Training Command, Rear Admiral Istafanus Albara, and his team for doing a great job within a record time in the area.
He said, “they have done very well. Some of these projects started June and July this year, 2024. And you can see that they have been completed. That’s a very big and achievements and I commend them for that. And I encourage other Command’s and officers to also emulate the way they have carried out these tasks, and by so doing, we hope that we will be able to speed up provision of accomodations for our personnel.”
The projects commissioned by the Chief of Naval Staff included a newly built parade ground and pavilion, senior and junior Rates’ Mess, two renovated accommodation Blocks of 47 rooms each for ratings and the Command Officers’ Mess all situated inside the headquarters of the Naval Training Command.
Other completed projects inspected and commissioned by the CNS included; a Block of 56×1 bedroom flats at the Navy Barracks Borikiri Junior rates accomodations and the newly built Command Training House at the New GRA axis of Port Harcourt.
Earlier in his remark, the Flag Officer Commanding (FOC), Headquarters, Naval Training Command, Rear Admiral Istafanus Albara, thanked the Chief of Naval Staff for ensuring the development of the Headquarters of NAVTRAC which was relocated to Ebubu in Eleme local government area of Rivers State from Lagos in May, 2024.
He said the Command’s Headquarters has made significant achievement in the area of infrastructural development in the base after the relocation.
He said, “It is gladdening to state that the else-while dilapidated facility handed over to the Nigerian Navy here at Ebubu-Eleme is been gradually transformed into a serene naval Base. This has been possible due to the trust and confidence of Chief of Naval Staff on the officers and ratings of the Naval Training Command.
“It would interest all to note that these projects were all done under close supervision through direct labour. This is a testament of your (CNS’s) commitment towards human capacity development and to give the Nigerian Navy value for money. It has raised the morale and confidence of our personnel and has sharpened their skills in resource management. For this, we want to say thank you sir, for the confidence reposed on us,” he said .

The statement said, “On Monday 25 November 2024, Forward Operating Base IBAKA intercepted and arrested 3 suspects conveying 125 bags of industrial chemicals, 820 tubes of pethidine, and 22,800 bottles of Codeine in a large wooden boat around Bendoyo and Uta Uyata general area, Akwa Ibom State.
“Consequently, on Wednesday 27 November 2024, the suspects were handed over to personnel of the National Drug Law Enforcement Agency Maritime Unit, Oron, Akwa Ibom State.”
The Forward Operating Base, FOB, of the Nigerian Navy at the coastal waters of Ibaka, in the Mbo local government area of Akwa Ibom State, has dismantled a syndicate specialising in smuggling petroleum products and other illicit goods to Cameroon and other countries within the Gulf of Guinea region.
The Commanding Officer of the Base, Capt. Uche Aneke, made this disclosure while handing over the suspects, the seized items and other essential goods worth millions of naira to the officials of Akwa-Ibom State Command of the Nigeria Security and Civil Defense Corps, NSCDC.
Those arrested included three suspected oil thieves carrying 2,000 litres of Premium Motor Spirit, popularly known as petrol, and 1,000 cartons of beer for onward transmission to the neighbouring Republic of Cameroon.
Aneke said the suspects were arrested on Wednesday at about 7 PM while on routine night patrol in Mbo River during a stop-and-search operation.
“Navy intercepted a wooden boat laden with about 1,000 cartons of different brands of beer and other goods, upon thorough search, our gunboat discovered drums of PMS amounting to 2,000 litres carefully concealed under the cartons with the intention of smuggling into the Republic of Cameroon,” he explained.
He cautioned individuals or groups involved in smuggling or any form of criminal activity within Nigeria’s waters to desist immediately, or be made to face the full weight of the law when apprehended.
While reaffirming the Navy’s commitment to combating maritime crimes in the State, Aneke said criminal elements in FOB Ibaka area of operations under the Eastern Naval Command Area of Responsibility, would continue to be detected using advanced surveillance equipment and intelligence.
“Such criminals will be apprehended and duly prosecuted. Nigeria’s waters and the Nigerian coastal areas are not for illegal activities,” the Navy CO warned.
