…Invites Doubters for Facility Tour
The Nigerian National Petroleum Company Limited (NNPC Ltd) has insisted that the Old Port Harcourt Refinery is up and running, with loading operations in full swing.
The Group Chief Executive Officer, Mr Mele Kyari, gave the confirmation at the commissioning of the NUPENG Towers in Lagos on Wednesday.
In a goodwill message at the event, Kyari extended invitation to human rights activist and lawyer, Mr Femi Falana, and all those in doubt, to join the NNPC Ltd on a tour of the refineries in Port Harcourt, Warri, and Kaduna to verify their status.
He also shed light on the controversy around products blending, stating that blending was not a crime as it is an integral part of the refining process.
“If you don’t blend, you will bring out off-spec products which will destroy your vehicles. Every refinery blends because what is on specification in the United States of America will be off-spec in Nigeria and elsewhere. Blending is necessary to bring products to the specification of different countries or regions,” he explained.
Kyari also congratulated NUPENG on the successful completion of the NUPENG Towers and urged the union to continue to prioritize dialogue and co-operation in its relationship with NNPC Ltd and the Federal Government.
He disclosed that the President’s interventions in the oil and gas industry by way of Executive Orders were yielding positive results, with more investments coming in and prospects of more jobs in the industry.
Amid the controversy rocking President Bola Tinubu’s Tax Reform Bills before the two Chambers of the National Assembly, the 36 State Governors, former Speaker of the House of Representatives, Yakubu Dogara, his Deputy and other stakeholders in the tax industry may have thrown their weight behind the bills, saying the time for it is now.
The support for the controversial bills could be inferred from the submission of the Governor of Nasarawa State, Abdullahi Sule who spoke on behalf of 36 State Governors during a Town Hall conversation on the bills aired by Channels Television.
At the three-hour town hall conversation on the tax reform bills monitored by our reporter, prominent Nigerians like former Speaker of the House of Representatives, Yakubu Dogara, the Chief Executive Officer of Global Investments and Trade Company, Baba Yusuf, the Chairman of the Presidential Committee on Fiscal Policy and Tax Reform, Mr Taiwo Oyedele, asserted that the time for the reform is now.
Governor Abdullahi Sule who made his contribution at the end of the televised programme via telephone, said if the Town Hall had taken place earlier, the Governors wouldn’t have taken the position they took for withdrawal of the bills from the National Assembly a few weeks ago.
He specifically told Nigerians that had clarifications made by the Chairman of the Presidential Committee, which came up with the bills, Mr Taiwo Oyedele at the Town Hall conversation on the new formula for distribution of Value Added Tax, VAT, among the three tiers of government, known to governors a few weeks back, reservations expressed about the reform, wouldn’t have arisen.
“I have listened to clarifications made on perceived misgivings by the Governors’ forum and some other critical stakeholders about the Tax Reform bills and getting inclined to the proposed reform, particularly in the area of elimination of multiple taxation.
“Some of us who are governors today, were in the recent past, key players in the companies that generate and pay heavy VAT to government coffers and clearly understand the lopsidedness of proceeds sharing being aimed to correct now.
“Specifically, if Mr Taiwo Oyedele had informed the governors that a new model of 60% VAT distribution for better equity is part of the reform as he clarified at this Town Hall Conversation, there wouldn’t have been much disagreement from the onset, meaning that the conversation being done now, was what the Governors’ forum requested for before forging ahead with processing the bill for consideration at the National Assembly”, he said.
Mr Oyedele had in his earlier clarification on some misconceived provisions of the reform bills, explained that the proposed tax reform aimed at shared prosperity for all Nigerians by exempting the vulnerable or the poor from personal income tax and shifting that to those that are gainfully employed, earning up to N1.5 million annually.
According to him, the proposed reform will address the most contentious issue of VAT distribution with a new formula driven by equity and shared prosperity.
He said: “The current formula for sharing VAT among states is based on 20% derivation, 50% equality and 30% population. The tax reform proposes a different model of derivation which will attribute VAT to the place of supply and consumption rather than the current model which attributes VAT to the state where it is remitted thereby favouring states with company headquarters.
“Further, derivation under the new model will account for 60% of VAT distribution for better equity and to discourage any state from seeking to administer VAT as a state tax, which will not only result in much lower revenue for all tiers of government but will impose a higher burden on businesses”.
He also debunked the insinuation that some provisions of the tax reform bills, aim at liquidating public agencies like the National Agency for Science and Engineering Infrastructure, NASENI, Tertiary Education Trust Fund, TETFund.
The former Speaker of the House of Representatives, Yakubu Dogara, posited at the Town Hall Conversation that the proposed tax reform will fetch the Northern part of the country $250 billion in years to come from livestock and exploration of mineral resources.
He said he had read through the four bills and discovered that they are well intended for the economic revival of the country and wealth creation for Nigerians.
He admonished Northern leaders, particularly, Governors, not to wear a cap of regionalism or religiosity at this time but that of leadership.
“Time is always rife to do right. The time to carry out the proposed tax reform based on the four bills I’ve personally read is now and not tomorrow.
“For us in the North, the proposed reform is challenging us to look inward by keying into the $ 2..5 trillion =global Livestock market through the Livestock Ministry recently created.
“Leveraging on the Livestock market and managing other resources prudently, based on projections by experts, will in no distant time, make the North earn about $25 billion from the $2.5 trillion global livestock market.”
Similarly, the Chief Executive Officer of Global Investment and Trade Company, Mallam Buba Yusuf, described the reform bills as well envisioned for the revival of the Nation’s economy through competitive revenue generation and distribution.
” I’ve read the bills, they are well envisioned for the country and Nigerians.
“Nigerians particularly those of us from the North, should read the bills and not just listen to those misinforming them on what the planned reform is all about,” he said.

The Inter-Party Advisory Council, IPAC, has reiterated its demand for the scrapping of the State Independent Electoral Commissions, SIECs.
IPAC described elections conducted by SIECS as a sham, adding that SIECS are a deliberate assault on the nation’s democracy.
Speaking at the Fourth Regular Conservative meeting with political parties in Abuja on Thursday, IPAC National Chairman, Yusuf Mamman Dantelle, said the Council will not fold its hand and allow this glaring perversion of the democratic process to continue.
“It is not just a coronation of the candidates of a ruling party in the state, it is daylight robbery of people’s votes and mandates for chairmanship and councillor positions,” he said.
In place of SIECs, IPAC proposed that INEC conduct all Local Government elections in Nigeria as it does for federal and state elections.
“There is no need to create another body to conduct Local Government polls,” he added, calling on the National Assembly not to dissipate energy and resources in establishing any Local Government electoral commission.
IPAC said instead, that the National Assembly should strengthen INEC to conduct all elections in the country.
“The commission’s elections may not be perfect; they are far better and credible than the charades showcased by SIECs acting as rubber stamps of the governors who appointed them,” the Council added.
IPAC said it was aware of crises in some political parties and inflammatory statements by politicians and public office holders that tend to overheat the polity.
“We re-emphasise the call on parties to always adhere strictly to their respective constitution and internal democracy.
“As political Leaders, we must cultivate and promote the culture of resolving our own internal disputes as evidence of leadership capability; rather than over-reliance on the Judiciary.
“It is time we stopped using the Judiciary to make a mockery of our hard-earned democracy.
“The issuance of orders and counter orders, judgements and conflicting judgements by courts of coordinate jurisdiction are appalling as if justice is for sale.
“Enough of these provocative judicial somersaults that have made a mockery of our emerging democracy.
“This is also a wake-up call for urgent judicial reform that will sanction and flush out corrupt Judicial officers and restore the court as the Temple of Justice and the last hope of all aggrieved people.”
Rivers State Governor, Siminalayi Fubara, on Thursday, insisted that the state’s local government election scheduled for Saturday, October 5, will proceed, despite protests from loyalists of his predecessor and current Minister of the Federal Capital Territory, Nyesom Wike.
The governor warned against any attempts by groups or individuals to disrupt the electoral process, emphasising that he would not tolerate any actions aimed at creating confusion or instability in the state.
The Peoples Democratic Party members loyal to Wike and a faction of the All Progressives Congress led by Chief Tony Okocha (also a known Wike’s loyalist), had earlier announced their decision to withdraw from the election, citing irregularities and a lack of due process by the Rivers State Independent Electoral Commission.
However, the APC faction loyal to former Minister of Transport, Rotimi Amaechi, led by Emeka Beke, maintained its participation, handing over party flags to candidates in 22 of the 23 local government areas in the state.
The Okocha-led APC faction had taken legal action against the RSIEC at the Federal High Court in Abuja, resulting in a temporary injunction that prevents the Independent National Electoral Commission from releasing the voter register for the election.
The court also restrained security agencies, including the police and the Department of State Services, from providing security for the exercise.
Despite the legal hurdles, the RSIEC expressed its readiness to conduct the election on Saturday, claiming to have access to the voter register, contrary to INEC’s position.
On Thursday, prominent PDP politicians and thousands of their supporters took to the streets to protest against the planned conduct of the election by RSIEC.
Speaking during a stakeholders’ meeting at the Government House, Governor Fubara criticised the protesters, acknowledging that he was also at a disadvantage because his party (the PDP) was not participating in the election.
“You know, in this election, I am the greatest loser because my party is not participating. But due to the Supreme Court ruling that there must be elected officials to manage the affairs of local governments, as governor, I have to comply,” Fubara stated.
He explained that following the Supreme Court ruling, a meeting was held with President Bola Tinubu, where they agreed to comply with the ruling within a 90-day timeframe. As a result, Fubara insisted that the local government election must proceed, even though the PDP was not involved.
The governor expressed frustration over the resistance to the election in Rivers State, noting that other states across the country had conducted local government elections using the 2023 voter register without such controversies.
“Ten states of the federation have conducted elections with the 2023 voter register. I don’t know why things in Rivers State are always different. Is it that when it comes to the law of the Federal Republic of Nigeria, it is interpreted differently for Rivers State?” Fubara asked.
He also alleged that some of the protesters were outsiders brought into the city from boundary towns between Imo State and Ogba/Egbema/Ndoni Local Government Area, and Akwa Ibom State, to foment trouble.
“No matter the guise or level of ‘aluta continua’ posture that the detractors adopt, the local government election will proceed as planned,” the governor emphasised.
Fubara concluded by urging registered voters and political leaders to be present at their polling units on Saturday to participate in the election and ensure the smooth conduct of the process.
PDP members protest
Earlier on Thursday, the Rivers State chapter of the PDP, led by its Chairman, Aaron Chukwuemeka, staged a protest against the planned conduct of the local government election by the RSIEC, despite a court order restraining it.
The protesters, including current and former members of the National Assembly as well as immediate-past local government chairmen, are allies and loyalists of Wike. Among them were the Minority Leader of the House of Representatives, Kingsley Chinda; the member representing Khana/Gokana Federal Constituency, Dumnamene Dekor; his counterpart representing Etche-Omuma Federal Constituency, Kelechi Wogu; and a former chairman of the PDP in the state and former Nigerian Ambassador to South Korea, Desmond Akawor.
Other notable figures at the protest included a former federal lawmaker, Emma Deeya; a former Commissioner for Agriculture, Dr. Fred Kpakol; and the immediate-past chairmen of Eleme, Gokana, Andoni, and Emuoha Local Government Areas, Obarimate Ollor, Confidence Deko, Erastus Awortu, and Chidi Lloyd, respectively.
The protest began around 7 a.m. at the PDP secretariat along Aba Road, Port Harcourt, with participants defying heavy rainfall as they marched through the old GRA area to the Department of State Services office to lodge their complaints.
Some of the placards carried by the protesters read: “RSIEC, obey court order,” “Rivers State is not lawless,” “We say no to impunity,” and “Police and Army must not support RSIEC.”
A group of youths among the protesters chanted slogans such as, “Under the rain, under the sun, we will follow Wike,” “No election in Rivers State,” and “On your mandate we shall stand,” as they made their way to the DSS office, where they were addressed by an official.
From there, the protest continued through the streets of Port Harcourt, passing the popular UTC Junction, Azikiwe Road, Bank Road, and Moscow Road, before finally converging at the state police command headquarters.
There, they submitted a petition to a representative of the state Commissioner of Police.
Speaking at the command headquarters, Chukwuemeka stated that the protest was to remind the police about a Federal High Court judgment delivered on September 30, 2024, which restrained RSIEC from conducting the local government poll and directed security agencies not to provide any support for the election.
“We are here to submit a petition to you from the Peoples Democratic Party, led by my humble self, the state chairman, Aaron Chukwuemeka,” he said. “Attached to this letter is a judgment from the Federal High Court on September 30, 2024. In that judgment, it was expressly stated that RSIEC should not conduct the election. The Independent National Electoral Commission should not release the voter register to RSIEC, and the security agencies were told not to participate in the election.”
Chukwuemeka emphasised that the PDP would not participate in the election and warned that if RSIEC went ahead with the poll, the party would not stand by if it led to a crisis.
“No man is bigger than the law. We as a party are not going to participate, and if they go ahead with the election and cause a crisis, we as the PDP will not fold our hands,” he stated.
Responding on behalf of the Commissioner of Police, the Deputy Commissioner of Police in charge of operations, Olusegun Adepoju, commended the protesters for their peaceful conduct and for informing the police ahead of the protest.
“I want to thank you for sending the letter earlier regarding this protest, for us to provide security, and for following due process,” he said. “We appreciate you, and we want you to continue like that. I will definitely send your letter to the Commissioner of Police, who will pass it across to the necessary quarters, and we will give you feedback. Please continue to remain peaceful.”
As the protest progressed, the number of participants swelled at the police headquarters, demonstrating the level of support for the party’s stance against the local government election.
Pro-Wike lawmakers oppose poll
Also, the faction of the Rivers State House of Assembly loyal to Wike opposed the conduct of the LG poll.
The Martin Amaewhule-led Assembly cautioned RSIEC against defying the court order to proceed with the Saturday poll.
During its 55th legislative sitting of the second session on Thursday, the Assembly, comprising 27 lawmakers loyal to Wike, called on RSIEC, chaired by Justice Adolphus Enebeli, to suspend the upcoming local government poll.
In a statement issued by the media aide to the Speaker, the Assembly urged RSIEC to comply with the ruling delivered by Justice Peter Lifu, which directed RSIEC to halt the election until all legal provisions and procedures for its conduct were fulfilled.
The House condemned RSIEC’s refusal to respect the court’s directive, describing it as a violation of the rule of law.
The concern was raised after the Chairman of the Committee on Commissions and Agencies, Barile Nwakor, presented a report on the status of the proposed local government elections.
Speaking on the matter, the Speaker, Amaewhule, expressed disappointment over the development, stating that under Governor Fubara’s leadership, the state risked being seen as a “Banana Republic” due to RSIEC’s apparent disregard for judicial orders.
While reiterating the Assembly’s support for conducting the election, the Speaker stressed that the process must strictly adhere to the legal framework and relevant laws governing the exercise.
Following deliberations, the Assembly unanimously voted to send a formal letter to the RSIEC Chairman, urging the commission to suspend the Saturday poll in compliance with the court’s ruling.
The Resident Electoral Commissioner (REC) Anugbum Onuoha on Friday insisted that his closeness to FCT Minister, Nyesom Wike does not count, as he was competent to handle the election.
Onuoha stated this while fielding questions on Channels Television’s Sunrise Daily on Friday.
He also urged political parties to disregard allegations of likely favouritism peddled against him.
The statement comes amid allegation by that Edo Peoples Democratic Party, PDP, chairman, Tony Aziegbemi asking the Independent National Electoral Commission (INEC) to redeploy Onuoha over ties with Wike.
Aziegbemi also expressed a lack of confidence in the REC’s ability to conduct a free and fair election in the state.
However, Onuoha said his closeness to Wike does not count, as he was competent to handle the election.
“It is a fact that I am a cousin to the minister. Before my appointment, I was invited by the Senate. It screened me, and I was confirmed. I was sworn in by Professor Mahmoud Yakubu, and posted to Edo.
‘Since last year, nobody complained that I am a cousin to the minister. Of course, I am a cousin to the minister. What we should be talking about at this time is the capacity to conduct the election.”
The immediate past Chief Whip of the Senate, Ali Ndume, on Monday insisted that he did not lie when he came on air to announce that President Bola Tinubu was inaccessible to lawmakers and chieftains of the All Progressives Congress.
Ndume was sacked as the chief whip last Wednesday and was immediately replaced by the Senator representing Borno North, Tahir Monguno.
His replacement by the Senate followed a directive issued to that effect in a letter written by the National Chairman of the party, Umar Ganduje and National Secretary, Senator Bashir Ajibola.
The request was put to voice votes by the Senate President, Godswill Akpabio, and loudly affirmed by all the APC senators.
But the Senator disclosed when he was featured as a guest on Monday’s edition of Channels Television’s Politics Today that he made conscious efforts and wrote severally to have an audience with the President in vain.
He said, “I can tell you that one of the major issues I had that led to my removal as the Chief Whip (of the Senate) was my complaint that the President is not very accessible. If he is accessible, we would have told him this in a closed door, not on TV. But I can tell you that I made an effort for myself. I made several efforts. I wrote several times so that we can discuss some of these things. I didn’t have the chance.
“But I have no grudge now that we don’t have any communication. But definitely, we are moving forward in terms of security in one area. In other areas like Zamfara, Sokoto, Katsina and Kaduna, I can’t speak much about it. But we know that the security challenges are still there, even recently. What I am saying is that security matters are a collective matter. Everybody should come out and talk about it.
“Everybody should do and say something so that we can bring it to an end. The earlier we keep on deceiving ourselves that it’s all over, we will not get control.
“But so far, I can’t say the government is not doing anything. They are investing in it. Like in my place, as I said, I can talk about Gwoza where I slept. I did not sleep with the soldiers in my house or roaming around. That means there is improvement in Gwoza.”
In defence of Senator Monday Okpebholo, a former Edo State governor and APC stalwart, Senator Adams Oshiomole, has berated the People’s Democratic Party (PDP) in State, insisting that Okpebholo is the people’s choice for the upcoming September 21 governorship election.
Oshiomhole’s comment comes amid growing criticism and political tension in Edo State ahead of the governorship election.
Oshiomole said: “Monday Okpebholo is the man the people want,” adding that the ruling party in the State should accept the reality.
The statement comes in response to the PDP’s ongoing criticisms of Okpebholo’s candidacy, questioning his suitability and the legitimacy of his support.
Oshiomole, known for his direct and unapologetic style, did not mince words in his endorsement of Okpebholo.
“Monday Okpebholo has consistently demonstrated a deep commitment to the people he represents. His record speaks volumes, and the overwhelming support he has garnered is a testament to his effectiveness and dedication. The people have spoken, and it’s clear they stand with Okpebholo,” Oshiomole stated.
He went on to challenge the opposition’s narrative, asserting that their criticisms were unfounded and merely a reflection of their political frustration and jealousy.
“The PDP needs to come to terms with the reality that Monday Okpebholo is the chosen representative of the people. Rather than resorting to baseless accusations and attempts to undermine his credibility, even threatening his life and security, they should respect the democratic process and the will of the electorate,” he added.
For his part, Senator Okpebholo, who represents Edo Central in the Senate, and has been a vocal advocate for various social and infrastructural projects in his constituency, expressed gratitude for Oshiomole’s support. “I am honoured to have the endorsement of a leader like Adams Oshiomhole and now the Deputy Governor of Edo State, Phillip Shaibu. My commitment to the people remains unwavering, and I will continue to work tirelessly to fulfill their trust and expectations,” Okpebholo remarked.
The political landscape in Edo State has been highly charged, with both the APC and PDP competiting for dominance.
Okpebholo’s candidacy has been a focal point of contention, highlighting the broader struggle for political influence in the state.
Oshiomhole’s defence of Okpebholo underscored the APC’s confidence in his leadership and their belief in his ability to deliver on his promises. It also serves as a call to action for Okpebholo’s supporters to rally behind him in the face of opposition.
The leadership of the Zamfara State chapter of the All Progressive Congress, APC, has announced that Aminu Sani Jaji is still under suspension.
The state APC publicity secretary, Mallam Yusuf Idris Gusau, who spoke with DAILY POST via the telephone, said: “Jaji is still under suspension and his suspension has not been lifted yet. Though he has the constitutional right as a Nigerian to gather his political supporters, he has no right to sack a constituted authority.
“Aminu Sani Jaji was suspended by his ward leaders of the party for misconduct. The suspension was ratified by the state leadership of the party.”
He explained that the federal lawmaker had the opportunity to appeal the suspension at the National Headquarters of the party, but he didn’t.
“We will take the case to the national headquarters of the party and punitive measures will be taken against him because he is causing problems in the party,” he stated.
The New Nigeria Peoples Party, NNPP, had said Governor Abbah Yusuf of Kano State remains suspended till December.

According to the statement, the party would be holding a strategic stakeholders meeting in Abuja later this month to address pressing internal matters affecting the party, adding that all party leaders and elders across the country are expected to attend.
Sunday explained that critical issues affecting the 23 years old political party would be discussed and strong decisions taken to further reinforce the expulsion of its Presidential Candidate in the 2023 general election, Rabiu Kwankwaso; Elder Buba Galadima and the entire national working committee led by Dr Ahmed Ajuji.
He further stated that the stakeholders meeting is very important to the leadership of NNPP for the advancement of democracy and development of the party ahead of the 2027 general elections.
“The personal commitment of all stakeholders and elders in terms of capacity and participation shall be of great advantage to the success of the meeting.
“All members, most especially those holding very sensitive positions of great responsibilities are compulsorily mandated to attend this coming meeting.
“All elected members on the platform of NNPP should equally understand the consequences of anti-party activities ahead of the 2027 general election if they boycott the meeting.
“And for the record, Kwankwaso, Galadima and the entire members of the Former National Working Committee led by Dr Ahmed Ajuji remain expelled from the NNPP.
“Also the Governor of Kano State, Abbah Yusuf remains suspended till December,” he stated.
According to the national secretary, the NNPP’s constitution is supreme for all members without prejudices to the grand norm of the Federal Republic of Nigeria.
“It is our hope that INEC would take responsibility to respect the essence of internal democracy and inherent objectives for growth and sustenance of democracy in Nigeria,” he added.
The Adamawa State chapter of the All Progressives Congress (APC) has reiterated its decision to boycott the local government election slated for next month.
The Adamawa State Independent Electoral Commission (ADSIEC) has scheduled the council poll to take place on July 13, 2024. Initially, the APC expressed readiness to participate but later decided against it, confirming that it would not partake in the election.
The youth wing of the party announced on Saturday that it has taken its opposition to the planned poll further by taking the electoral body and the state government to court.
In a communique signed by Khalil Sajo, the coalition of APC youth groups stated that they have dragged the Peoples Democratic Party (PDP)-led state government to court “for hijacking the local government election process.”
The communique, issued immediately after the APC state leadership met with the Coalition of APC Support Groups at the party’s state secretariat in Yola, revealed that they deliberated on non-participation in the election and resolved that the party would not participate.
The communique, complaining about the composition of the Adamawa State Independent Electoral Commission members, among other issues, stressed that they could not ignore the anomalies.
