NCDMB Signs ₦117 Billion contract with Julius Berger for Oloibiri museum and research Centre

The Nigerian content development and monitoring board (NCDMB) has signed an engineering, procurement, and construction (EPC) contract with Julius Berger PLC for the development of the Oloibiri museum and research centre (OMRC), the project will be located in Otuabagi, Ogbia local government area of Bayelsa state and is scheduled for completion within 30 months.

The contract was executed by the NCDMB’s executive secretary, Engr. Felix Omatsola Ogbe, at the Board’s liaison office in Abuja,the OMRC is a collaborative effort financed by the petroleum technology development fund (PTDF), NCDMB, Shell petroleum development company/Nigerian national petroleum company Ltd (SPDC/NNPC), and the Bayelsa state government, funding contributions are divided in a ratio of 40:30:20:10 respectively.

The project is managed by a company limited by guarantee, with the four organizations acting as partners, while the executive secretary of NCDMB serves as the chairman of the company, the director of legal services at NCDMB, Mr. Naboth Onyesoh, Esq., serves as its secretary,the EPC contract with Julius Berger PLC was approved and signed by all the partners.

In february 2023, during the administration of president Muhammadu Buhari, the OMRC’s EPC contract was awarded to Julius Berger at a total cost of ₦117 billion.

The groundbreaking ceremony, held the same month, was a vibrant event attended by government officials, oil and gas industry stakeholders, and members of the local community.

“Engr. Ogbe expressed his excitement over the signing of the contract, marking the official start of construction, he highlighted the significant economic benefits the project would bring to Bayelsa state and the national economy during both the construction and operational phases, he also acknowledged the contributions of the project’s partners and other stakeholders.”

“Engr . Ogbe emphasized that the OMRC was conceived to honor Oloibiri, the birthplace of Nigeria’s commercial hydrocarbon production, which began in 1958. He noted that President Bola Tinubu views the project as long overdue and has encouraged the collaboration between government and private sector players to bring it to fruition.”

The OMRC will feature a world-class oil and gas museum, showcasing the history of crude oil production in Nigeria, geological formations, and early equipment and tools used in the development of the sector.

Furthermore, it will house a research and testing center that will provide facilities for field trials of indigenous oil and gas technologies, the center will also offer opportunities for university students in related disciplines to deepen their understanding of local advancements in oil and gas technologies.

Obaseki inflated road contract from N8bn to N16.4bn in one year – Okpebholo’s panel

The Edo State Assets Verification Committee, set up by the State Governor, Monday Okpebholo, says it has uncovered how the contract sum for a road project in the state was inflated from N8 billion to N16 billion by the immediate past government of Godwin Obaseki.

DAILY POST reports that the contract sum for the 17.5-kilometer road project was inflated thrice within a year.

The Sub-committee on Physical Assets and Infrastructure of the Verification Committee discovered the inflation during an inspection of the reconstruction of the Benin-Abraka Road Phase 1C.

The contract was awarded to Nsik Engineering Company Limited on May 16, 2023, while work commenced in September 2023.

The project manager of the construction firm, Engr. Ifiokebong Ekong, who spoke to members of the committee during the inspection, said the company was mobilized with the sum of N2.9 billion, representing 25 percent of the contract sum of N8 billion.

Ekong said after the mobilization, the contract sum was varied, and some amount was added to the initial cost of the project.

He added that the completion period of the job, which was initially three and a half years, was, however, reviewed downward to 18 months (one year and six months).

The project manager said the contract sum was initially N8 billion when it was awarded in September 2023, but it was reviewed upward to N12 billion in 2024 and later to the current sum of N16.4 billion in June 2024.

Speaking on the revelation, a member of the subcommittee, Engr. Abass Braimah, who frowned at the development, said the increment was 100 percent.

According to him, “I don’t think there is anywhere in Nigeria or outside that a project can be awarded for N8 billion, reviewed to N12 billion, and further reviewed to N16 billion.

“Why not just review it and take the entire purse of Edo State? If we can review from N8 billion to upward of between N12 billion and N16 billion in one year?

“What has substantially changed for you to have a 100 percent increment from N8 billion to N16 billion? Meanwhile, the job specification or contents have not changed. It is still the same thing.

“And all of these went through the Tenders Board processes. The Board must have sat down to peruse, and it was not only you who submitted documents and bid for the contract.

“Against the backdrop of several other companies that tendered, they gave you this job at N8 billion. After the job was awarded at N8 billion, they reviewed it with a 50 percent increment. Fifty percent of N8 billion is N4 billion, which increased the sum to N12 billion, and they further reviewed it to N16 billion.

“What type of games are we playing here? These are games,” he said.

Earlier, the chairman of the subcommittee, Patrick Obahiagbon, said the explanation by the project manager of the company confirmed the content of a petition the committee received from some citizens of the state on the alleged inflation of the contract sum for the road project.

Obahiagbon, who said the inflation took place within one year, alleged that it must have been done by the immediate past government to use the funds to finance the September 21, 2024, governorship election.

“The reason we have to take pains to particularly visit this site is based on a petition from Edo State citizens that we have just received.

“And the narrations of the construction firm’s project manager seem to justify the reasons and the nitty-gritty of that petition. The content of that petition was to the effect that there were massive reviews of contracts on this project because of the election.

“That the contract was colossally inflated because the outgoing governor needed money urgently and desperately to fund the September 21 governorship election.

“It makes no sense that within one year, a road contract sum would be varied from N8 billion to N12 billion and, in June, some few months to the election — maybe for election purposes— the contract sum again was varied from N12 billion to N16 billion.

“Maybe the petitioners were correct after all. If they were correct, this is an unfair deal to the people of Edo State,” he said.

Obahiagbon, who described the development as sad, added that the committee would urge the main committee to recommend to the state government that further investigation be carried out on the petition and the statement of the company’s project manager.

His hitting .281 in six seasons of the contract with 138 homers, 306 RBIs and a .995 OPS.

Mookie Betts, L.A. Dodgers, 2021-32, $365 million

Betts agreed to the deal in July 2020, five months after he was acquired from Boston, and helped the Dodgers win titles in 2020 and 2024. An eight-time All-Star, Betts is hitting .283 with 116 homers, 322 RBIs, 52 stolen bases and an .899 OPS in the first four years of the deal.

Aaron Judge, N.Y. Yankees, 2023-31, $360 million

Judge agreed to the deal after becoming a free agent and then was appointed Yankees captain. Judge earned his fifth and sixth All-Star selections in the first two years of the contract, hitting .300 with 95 homers, 219 RBIs, 221 walks and an 1.104 OPS. He helped the Yankees reach the 2024 World Series, their first appearance since winning the 2009 title.

Manny Machado, San Diego, 2023-33, $350 million

Machado signed a $300 million, 10-year contract with the Padres as a free agent in February 2019 that gave him the right to opt out after the 2023 season and forfeit $150 million. The Padres gave him the new deal in March 2023, raising their commitment to him to $470 million over 14 seasons. He has a .275 average with 167 homers and 536 RBIs in six seasons with the Padres, earning two All-Star selections that raised his career total to six. He has a .267 average with 59 homers and 196 RBIs in the first two seasons of his latest deal.

Francisco Lindor, N.Y. Mets, 2022-31, $341 million

Acquired by the Mets from Cleveland in January 2021, Lindor agreed ahead of 2021 opening day to a 10-year deal that started in 2022. A four-time All-Star with Cleveland, he has yet to be picked for another All-Star Game with the Mets, although he was the NL MVP runner-up to Ohtani in 2024. He has a .259 average with 110 homers, 359 RBIs and 86 stolen bases with New York, including a .266 average with 90 homers, 296 RBIs and 76 steals under the multiyear deal.

Fernando Tatis Jr., San Diego, 2021-34, $340 million

Tatis was just 22 when he agreed in February 2021 to what was at the time the longest deal in baseball history. Tatis didn’t play in 2022, first recovering from surgery for a broken left wrist sustained during a motorcycle accident, then for an 80-game suspension for a positive test for the performance-enhancing substance Clostebol; Tatis said he accidentally took a medication to treat ringworm that contained the banned substance. Since signing the contract, Tatis has hit .271 with 88 homers, 224 RBIs, 65 stolen bases and an .855 OPS.

Giancarlo Stanton, Miami/New York Yankees, 2015-27, $325 million

Stanton’s contract was the largest and longest in baseball history when he and the Marlins agreed to the deal in November 2014, just after his 25th birthday. At the time, he wasn’t due to become eligible for free agency until after the 2016 season. Stanton set career bests with 59 homers and 132 RBIs in 2017, then was traded to the Yankees in a deal in which the Marlins agreed to pay New York $30 million to cover a portion of the $295 million owed to Stanton during the next 10 years. Corey Seager, Texas, 2022-31, $325 million

Texas finalized Seager’s deal on the eve of the 2021-22 lockout and he led the Rangers to their first World Series title in 2023, earning his second World Series MVP award after getting three homers and six RBIs against Arizona. He has a .280 average with 96 homers, 253 RBIs and an .875 OPS in the first three years of the contract.

The Bank in a statement signed by Mrs Hakama Sidi Ali, Acting Director, Corporate Communication warned that the purported letter in circulation is false.

It said the individuals distributing the letter are solely motivated by the desire to defraud unsuspecting Nigerians, noting that any such assertions are fraudulent and should be disregarded.

”The Bank hereby reiterates that, in line with the focus of its current management, it has discontinued direct development interventions and special projects funding.

”Furthermore, CBN has not authorised public notices for such interventions on social media platforms or any other news outlet.
The CBN remains committed to its core mandate of ensuring monetary and price stability and a sound and efficient financial system in Nigeria.

”We, therefore, encourage the public to remain vigilant and promptly report any suspicious activities or publications to the relevant law enforcement agencies”.

Roma Terminates Ivan Juric Contract As Manager

Serie A club AS Roma announced on Sunday that they had fired coach Ivan Juric, making the Croatian the second coach to leave the capital team this season.

Roma fell to 12th place in the league after losing 3-2 to Bologna at home on Sunday, their fourth defeat in the previous five games.

“We would like to thank Ivan Juric for his hard work these past weeks,” Roma said in a statement.

“He handled a difficult environment with the utmost professionalism, and for that we are grateful .

The search for a new head coach has already begun and an announcement will be made in the coming days.”

After firing Daniele De Rossi in September, Roma hired Juric as their third coach in as many months.

Following a 1-1 draw with Athletic Bilbao in the Europa League, Juric, a former coach at Torino, Hellas Verona, and Genoa, began the season with back-to-back home victories against Udinese and Venezia.

However, his successful streak came to a stop there, as Roma won just one of their subsequent six league games.

Al-Hilal are considering the termination of Neymar’s contract, according to Saudi outlet, Action Ma3 Waleed.

Neymar has endured an injury-ravaged spell with the club since he arrived in the summer of 2023.

The Brazilian forward cost the club a fee around €90million.

But Neymar picked up an ACL injury last year that saw him sidelined until recently.

The former Barcelona and PSG man made his comeback on October 21 against Al-Ain from the UAE.

However, Neymar pulled up injured once more a few days ago just 30 minutes after coming off the bench during an AFC Champions League win versus Esteghlal.
